order of fields in bug mail

How can I change the order of fields in bugMail in the html format ?

There are templates in the email folder which can be customized,
especially bugmail and bugmail-common.

I don't know either but changing the order in Bugzilla core code is
nothing I would encourage you to do, but rather change it's order in
the templates. The template language Template Toolkit seems to provide
sort functions for Hashes and Arrays.
