createaccount.cgi requesting login?

I recently upgraded to Bugzilla 2.18.1 from 2.18.  Now, the
links for "new account" and "log in" both appear to lead to
the "log in" page!

I have a few customized templates, but the only one in the
"account" template directory is account/prefs/email.html.tmpl,
which I don't think could be affecting this.  I've done no
other customization (i.e., no code modifications, etc.)

I upgraded via the patch, and then ran checksetup.pl.  There
didn't seem to be any issues.

Does anyone have any idea what might be going on?  I'm kind
of dead in the water as to new users right now...!

It sounds like you have the requirelogin parameter set to yes.  This
restricts access to all pages except the main page if you're not logged
in...even the create account page.
