When I try to build TB, configure step always kicks in (?)

Hi,

Ever since the layout change of having mozilla/comm where comm holds the
TB source, I have built TB successfully somehow, but one thing bothers me.

For some reason, the configure step ALWAYS runs before compilation no
matter what. I mean even if I change a few source files under comm/mail,
for example, when I run mach build with suitable environment variable
setting and mozconfig, the configure step always kicks in.

Is this normal?
Any hint to look.
I am using an obj directory OUTSIDE the tree. Could it be the cause?

Right now, I am trying to update the local patches for the latest C-C TB
source tree, but this unnecessary configure step every time I need to
build after a minor edit bothers me.

It looks that I have a patch in top-level mozilla directory that touches
some configuration parameter file.
So if I do |hg qpush -a| or |hg qpop -a|, that file gets touched and
configure runs.
(I often do the all qpop/qpush to make sure that patches get applied
clean, etc.)
OTOH, in the old layout, this did not trigger the automatic configure
step *IF* I recall correctly.
I am still investigating.
