Seamonkey & Proxy Autoconfig

There seems to be something broken in Seamonkey's proxy autoconfig
support, at least to the extent that it flat out breaks no-ads.pac.

Has anyone else run into problems with Mozilla 1.8a through the
current Seamonkey nightlies and PAC?

I've filed a bug on it and would surely appreciate some corroboration:

Well, as posted in the bug, I got it working, but not with the
installer which I'd prefer since I don't use SeaMonkey Mail, News, or
IRC. Does anyone have any idea what could cause PAC not to work? It's
not profile related, since the zip download of SM works fine with the
same profile I used with the installer download. Also, others have
reported the installer version works fine. Could Moz1.8a have done
something goofy to my system? Where do I start looking for the cause?

PS - The no-ads.pac is working now, but I get the occasional ad frame
with a "Proxy Server Refused Connection" message in it. IIRC, it was
giving me dialogs about that before. Any idea why it gets those
errors? The PAC is pointing the proxy to 0.0.0.0:3421 for blocked ads,
which I thought was supposed to fail silently, which it does for most
but apparently not all cases. The frame source URL in one example:
