That's my question. Can they?  If they create new projects are new
mysql databases created automatically? Can I apply permissions so they
dont see the other group's projects? I dont want to build another
bugzilla server but another separate dept is asking for access to the
system. Aside from creating the user accounts ...  what else has to be
done? sorry if my question is confusing.

my scenario is:

dept A is using http.bugs01
dept B has requested access to bugs01 for their projects...
dept A does not want dept B to see their projects
What do I have to do within bugs01 to give dept B their own permission
to create projects?
let me state - im very new to bugzilla administration :)

It easy enough to setup two departments and not have them see each others
projects using the group mechanism.  Letting a department create projects
would presumably mean creating "products" in bugzillaspeak which would
require that they had admin access which would allow them to do anything
they wanted sadly.  If some person not in either department was the only
one with admin priveleges then that person could create products as needed
and control group access.

Also - there's no reason an entire new physical box is required to run
another bugzilla.  You can have multiple bugzillas (even running different
versions) in seperate virtual hosts on the same server.  We've done this
several times and not had any agony with it.
