I have to suspect something bad happened during your cvs pull.  Rules.mk
should exist

I just did a pull (no wipe first) and the build is proceeding fine

This may be the case.  I'll pull it again in a few hours after wiping
the folder.

FWIW, I'm not a big fan of wiping out the sandbox and doing fresh pulls.
The cvs commands in client.mk are going to do any needed cleanup of
obsolete source files.  The more data you pull from the repository be more
chances you have for errors.

If you suspect you have sandbox problems, check the cvs log file for items
marked with a "?" in column 1.

That's a useful target.  The Mozilla makefiles are complex, but well
designed.  My cheat sheet currently contains the following targets

  echo-dirs
  echo-module
  echo-requires
  echo-requires-recursive
  echo-depth-path
  echo-module-name
  echo-module-filelist

  showtargs
  showbuild
  showhost
  showbuildmods

Of these, showbuild was very useful when I was tracking down my issues
with module specific debugging.
