Placeholders for devtools/client/debugger.properties:scopeLabel

Hi everyone.

We've just received a report on our support forum about incomplete
translation of these strings in Czech Firefox. Unfortunately, I was unable
to find "Function" and "Block" strings used to substitute the placeholder,
as shown here <http://forum.mozilla.cz/download/file.php?id=545>. There is
only globalScopeLabel in the file.

Does anyone knows, where are those strings hidden, please?

I suspect that they're not hidden, but just not localizable.

Sounds like a bug to file.

See the discussion where it's been decided not to localize those:
https://bugzilla.mozilla.org/show_bug.cgi?id=755346#c39

For consistency, I think globalScopeLabel should not be localized
either, so I filed https://bugzilla.mozilla.org/show_bug.cgi?id=1243313 
for that.

For consistency I think all of these SHOULD be localizable.
For example, "function" is both a non-localizable lexical construct, and
a (quite localizable) name of a thing it refers to. In case of "block"
it's even more obvious that in various languages it can be called
differently.

I think it should be left up to the localizers to decide which way to go
here. I'd much rather see "Funkcijos kintamieji" and "Bloko kintamieji"
than "Function kintamieji" and "Block kintamieji" in my language.
