Error on changing bugs

I had a test bugzilla setup.  I wanted to make it live, and not
knowning a better way to remove the test bugs, I went into mysql and
dropped the database.  I then went through and reset all my users,
products and components.  I didn't want to lose all my template
changes, so I didn't delete any of those.

I added a new bug.  Then went back into the same bug and tried to add a
comment.  The resulting page gave me the changes submitted box

It then has my header page (ie the banner.html.tmpl page) shown and
displays the folling error:

Internal Error


Supportzilla has suffered an internal error. Please save this page and
send it to [hidden email] with details of what you were doing at
the time this message appeared.

URL: http:[snip]/process_bug.cgi
Trying to retrieve issue 24 returned the error NotFound.

I have never seen anything like this before.  Is there some kind of
file in the php that stores the next bug number?
