Error Creating Admin User

I have installed Bugzilla on my vista machine and all is good except I cannot creeate the admin user from perl I have included the output below. (Error right at the bottom)

Issue turned out to be ActiveState Version. Upgraded to most recent version, reinstalled perl modules and all worked fine.
