David Major is now a build peer

David Major has demonstrated a knack to tackle toolchain problems in the build system, notably those involving MSVC, Clang, and debugging. He's become a go-to person for questions in this domain. Toolchain work (especially efforts to move to Clang) are a significant area of focus right now and I think people working in that space need all the help that they can get.

I've asked David to become a build peer and he has accepted.

Like Nathan Froyd (and Ralph before him), David is effectively a peer of a not-yet-formalized sub-module that deals with everything toolchains. So please only send him reviews in that domain.

Please send your congratulations and/or condolences to David!
