Customization of user error message

I would like to customize the user messages. Anyone knows which file
the user messages are defined in? For example, in the following
statement, which file the 'no_components' is defined in?

ThrowUserError("no_components", {product => $product})

   You are probably looking for
`template/en/default/global/user-error.html.tmpl`.
