Change the type of Description field to mandatory field in Bugzilla?

Change the type of Description field to mandatory field in Bugzilla?

Hi there,

I have just install the bugzilla and I have noticed that the Description Field type is an optional instead of Mandatory field. This can't be done by using administrator setting. How to change these type of field??

any help guys. Thanks

I  have add one line code on create.html.tmpl "Mandatory="true"

         name           = 'comment'
         id             = 'comment'
         minrows        = 10
         maxrows        = 25
         cols           = constants.COMMENT_COLS
         defaultcontent = defaultcontent
         mandatory      = "true"

It's working fine only on Chrome Browser. But when on IE browser, this code is not functioning. My IE version is 11.

Any ideas why?

This didn't work for me.
I discovered that the best way to make descriptions mandatory is via the Workflow page.  There is a link in the bottom right to force a description for each/any step along the workflow.
