15 minute whine uses wrong timezone

Tosh, Michael J
Mysql variable "time_zone" is set to SYSTEM
System time is: Mon Mar 28 11:59:57 EDT 2011

The whine doesn't seem to set the timezone when setting run_next.  My timezone setting in Bugzilla is UTC.  I had to enable it from the available timezones.  I don't know yet, but am checking, if this is a global bug or just my own due to using UTC.

mysql> select * from whine_schedules;
+----+---------+---------+----------+---------------------+--------+-------------+
| id | eventid | run_day | run_time | run_next            | mailto | mailto_type |
+----+---------+---------+----------+---------------------+--------+-------------+
|  1 |       1 | All     | 15min    | 2011-03-28 15:30:00 |      7 |           0 |

Figured it out, and submitted bug 645721.  I will post a 1 line patch shortly.
